Definitely the best ceviche in the region! The staff is super friendly and very attentive. Since it's a street stall, I can't comment on the atmosphere. The advantage is that you can buy the ceviche and eat it inside the bar/restaurant (Portugués Room). Again, excellent service and ceviche.
